Spain is the most liberal country. Nudity is allowed in certain places in Germany. Within Munich, six official ‘Urban Naked Zones” are found in parks just a few minutes from the city center. As long as you are not acting weird, it is legal to be nude in the Netherlands. In France, the law neither allows nor bans public nudity. Public Nudism is also widely accepted in Norway.
